I am directed by the Lords Commissioners to acknowledge the receipt of your letter of the 12th ultimo and to inform you that the Secretary of State has been in correspondence with the Governor of the Colonies on the subject of the issue of One dollar notes by the Shanghai and Hongkong Bank.
To say that the permission was granted to that Bank by the Governor of the Colony without the consent of this Board, and that it is contrary to the Regulations which have been laid down for the government of Banking Establishments in the Colonies.
Lords have referred your letter to the Secretary of State for the balance, but, as at present advised, they hope they can hold out no prospect of their recommending compliance with the prayer of the Chartered Mercantile Bank of India, London & China.
